Some bulbs have a plastic "o ring" to hold the bulb in its protective cover which also needs to be removed. The reason why i ask about the Xenon bulb if its for Low & High(BI Xenon)beam is because when i tested the high beam in the garage ( kind of dark ). Oh, the high beam level (switch in the cabin) does work when the lights are off. It flashes when i pull on the level only if the low beam is off. But i notice when i tested that way.

in the left Menu go to expert mode ->coding. on "vehicle order" press read. right Klick on FA an press activate. on " SVT actual" click "read ECU". now all installed ECUs will be listed. there should appears STML/STMR or FLEL/FLER or 2x FLE. right click on it and press "code".
